In 1992, Jack and Isabelle McVaugh had recently retired to Arizona when they read a news article in the Wall Street Journal about Pat Rooney of Golden Rule Insurance and his idea for privately funded voucher programs. Jack and Isabelle had been able to afford to send their children to the best schools possible, but knew that not all families have that same opportunity --- especially lower income families. Their vision was to enhance K-12 education for all Arizona school children by giving parents complete freedom to choose the school that best meets their children's needs --- without significant financial sacrifice or political intervention. So, they set out to build a scholarship program that would help low income families access educational options they could otherwise only dream of --- and Arizona School Choice Trust was born.
